If you're lazy and find cleaning the tank and changing the water a chore, you shouldn't be keeping fish. When their waste "rots",  it releases ammonia into the water which causes many health issues in your fish. This ammonia becomes nitrate as bacteria breaks it down, which is why your water needs changing. Go to your nearest aquarists store and purchase a chemical testing kit, which will have instructions and equipment that will allow you to monitor nitrate levels, ammonia levels, pH levels and other things.
This will give you a clear indicator about the cleanliness of your tank. You can scrub the glass, siphon the gravel, filter the water all you like and whilst your tank visually looks clean it will still be filthy, and the fish will be suffering, and algae will bloom much faster and coat everything in the tank. Fresh tap water will have a nitrate reading at or close to zero so its simple mathematics from there. Say you have a 10 gallon tank that shows 100ppm in a nitrate test. This is WAY too high, you want it to be around 20ppm. This means you need to replace 80% of the tank volume (8 Gallons) with fresh dechlorinated water. The formula is: where D = Desired Nitrate Level C = Current Nitrate Level  v = Total tank Volume One thing to note, however, is that you don't really ever want to replace more than 40% of the water in a tank at once. This can shock and kill a lot of fish pretty easily. If you calculate that you need to do an 80% water change, which is common on the first change, split it over three days or more depending on what kind of tank you have and how delicate your fish are.

You have to constantly monitor salinity (dissolved salt content) as well as everything else, and especially with reef or community tanks. Water quality must be absolutely crystalline to keep most species of coral alive, and many fish are extremely sensitive too. You also cannot use tap water at all, ever. Some people in places with excellent tap water quality have claimed to have gotten away with it, but it's still one bad tank change with too much dissolved copper in it away from a dead tank. You need an RO unit (reverse osmosis) and a large storage tank for the freshly purified water. Remember also that "topping up" a tank that's losing volume due to evaporation requires no more salt to be added, as the salt does not evaporate.
